FreeTTS 1.1.1 - A speech synthesizer written entirely in Java
It is based upon Flite 1.1: a small run-time speech synthesis engine developed at Carnegie Mellon University.
Flite is derived from the Festival Speech Synthesis System from the University of Edinburgh and the FestVox project from Carnegie Mellon University.

GSM 06.10 lossy speech compression
The lowlevel speech compression algorithm of the GSM suite is called GSM 06.10 RPELTP (RegularPulse Excitation LongTerm Predictor). My colleague Dr. Carsten Bormann and I have implemented a GSM 06.10 RPELTP coder and decoder in C. Its source code is freely available, and we encourage you to use it, play with it, and invent new realtime media protocols and algorithms.

IT++
IT++ is a C++ library of mathematical, signal processing, speech processing, and communications classes and functions.
It has been developed by researchers in these areas.
The kernel of the package are templated vector and matrix classes and lots of functions for vectors and matrices.
As such the kernel is similar to the Matlab functions.
